This report analyzes six indicators of school reform
practices (time spent in professional development, number of reform-related
topics studied by teachers, teachers’ knowledge of NCTM standards, emphasis
on reasoning and communication, students’ opportunities for mathematical
discourse, and students’ use of calculators). Statewide Systemic
Initiatives (SSI) states versus non-SSI states are analyzed according to
these measures. Findings show that both SSI and non-SSI states maintained
the achievement gap between Black and White students although there was some
evidence that the achievement gap narrowed between these students in
specific subtopic scales.
