This report analyzes methodology issues impacting the
evaluation of statewide systemic reform initiatives in Texas. Issues of
student mobility and attrition that affect data collection and achievement
scores are discussed. The use of hierarchical linear modeling (HLM),
multilevel growth models, and value-added models are discussed in regard to
their potential as quantitative tools of analysis.
