This paper is a report of a study
of alignment analysis used to measure standards and assessments in three
states. Alignment is defined, and the process used for completing the
analysis is described. Key issues discussed include findings that
assessment items corresponded to more than one objective, and that
assessments only addressed one part of a set of standards. The paper also
finds that no state managed to meet all four criteria used for analysis.
